(Probably secretarial), document, "In obedience to the orders of Congress I have the honor of transmitting to your excellency…copies of a letter from Chev'r. Jones (John Paul Jones) to me…advising that Algiers has declared war against the United States." Signed, John Jay "In July 1785, an American merchant schooner…was boarded by Algerian pirates. Its crew of 21 was taken to Algiers and enslaved - for 12 years….The hostages soon caught the attention of the Continental Congress in Philadelphia to which John Paul Jones sent word from Paris that Algiers had declared war. John Langdon was the "President", i.e. Governor of New Hampshire in 1785. Watermark on document is oval with crown at top of double border at center is a seated figure holding a staff and cross decorated shield at the base.
